It is notified that the Senate made the following amendment to the Public Service (Values and Principles) (Amendment) Bill, 2022 ―

CLAUSE 3

Senate Amendment THAT, Clause 3 of the Bill be amended by deleting paragraph (a).

(The Committee recommends rejection of the Senate Amendment)

CLAUSE 2

Senate Amendment THAT, Clause 2 of the Bill be amended by deleting the definition of the term “authorized officer” and substituting therefor the following definition-

“Authorized officer” means an officer appointed within public service or service Commission to perform a human resource management function with public service or service Commission.

Notice is given that the Chairperson of the Departmental Committee on Education intends to move the following amendments to the Basic Education (Amendment) Bill, 2023 at the Committee Stage—

CLAUSE 2

THAT, Clause 2 of the Bill be amended— (a) by deleting section 18A and substituting therefor the following paragraph— “18A. There is established a Sub-County Education Board.” (b) in section 18C(1) by deleting the words “through an open and competitive process” appearing immediately after the word “Secretary”. (c) by deleting section 18C(2)(a).

(2717) (d) by deleting section 18C(2)(f) and substituting therefor the following paragraph— “(f) two persons who are professionals with at least five years of experience based in the Sub-county nominated by the Parents Teachers Association in the Sub-county; and” (e) by inserting the following paragraph immediately after section 18C(2)(f)– “(g) two persons nominated by one of the following religious organisation that has the highest number of members registered in the subcounty— (i) a joint forum of the National Council of Churches of Kenya and the Evangelical Fellowship of Kenya; (ii) the Kenya Episcopal Conference; or (iii) the Muslim Education Council. (f) by deleting section 18E and substituting therefor the following section— “18E. (1)A Sub-county Education Board shall hold such number of meetings at such places and at such times as the Sub-county Education Board shall consider necessary for the prosper discharge of its functions. (2) Notwithstanding subsection (1), the Sub-county Education Board shall meet not less than four times in each financial year. (3) The Sub-county Education Board shall — (a) notify each member of a meeting under subsections (1) and (2); (b) issue the notice under subsection (1) within a period that is not less than seven days before the day of the meeting subsections (1) and (2).” (g) by deleting section 18F and substituting therefor the following— “18F. The Sub-county Education Board shall pay its members such remuneration or allowances as may be approved by the Cabinet Secretary in consultation with the Salaries and Remuneration Commission.” (h) by deleting section 18G.

Notice is given that the Chairperson of the Departmental Committee on Administration and Internal Security intends to move the following amendments to the Births and Deaths Registration (Amendment) Bill, 2024 at the Committee Stage—

CLAUSE 2

THAT Clause 2 of the Bill be amended in the proposed new subsection (1A) by deleting the word “constituency” and substituting therefor the word “sub-county”.

LIMITATION OF DEBATE

The House resolved on Thursday, February 13, 2025 as follows-

Limitation of Debate on Consideration of Senate Amendments to Bills originating in the National Assembly

IV.

THAT, each speech in the general debate contemplated under Standing Order 146 (Consideration of Senate amendments to Bills originating in the National Assembly) shall be limited as follows:- A maximum of one hour and thirty minutes, with not more than fifteen minutes (15) for the Mover in moving, fifteen minutes (15) for the Chairperson of the relevant Departmental Committee, and five (5) minutes for any other Member speaking, including the Leader of the Majority Party and the Leader of the Minority Party (if the Bill is not party-sponsored), and that five (5) minutes before the expiry of the time, the Mover shall be called upon to reply; and further that priority in speaking shall be accorded to the Leader of the Majority Party, the Leader of the Minority Party and the Chairperson of the relevant Departmental Committee, in that order.

THAT, each speech in a debate on Bills NOT sponsored by a Committee, the Leader of the Majority Party or the Leader of the Minority Party be limited as follows: A maximum of three hours and thirty minutes, with not more than thirty (30) minutes for the Mover, in moving and ten (10) minutes in replying, a maximum of thirty (30) minutes for the Chairperson of the relevant Committee and a maximum of ten (10) minutes for any other Member speaking, except the Leader of the Majority Party and the Leader of the Minority Party, who shall be limited to a maximum of fifteen minutes (15) each; and that priority in speaking shall be accorded to the Leader of the Majority Party, the Leader of the Minority Party and the Chairperson of the relevant Departmental Committee, in that order.
