SUSTAINABLE MANAGEMENT AND
VALORIZATION OF ORGANIC WASTE FROM
AVOCADO PROCESSING

THAT, aware that according to the Kenya National Bureau of Statistics (KNBS) Economic Survey, 2024, avocado farming and processing have expanded rapidly in Kenya, with national production reaching approximately 848,100 tonnes in 2024, up from 633,000 tonnes in 2023, valued at Kenya Shillings 29.5 billion. Murang’a County alone contributed about 200,991 tonnes, making it the leading avocado-producing county in the country. Further aware that residents of Murang’a County and other major avocado- growing regions have raised serious concerns over the improper disposal of avocado pomace, which produces a pungent odour, attracts mosquitoes, and poses significant public health and environmental risks. These conditions undermine the right to a clean and healthy environment guaranteed under Article 42 of the Constitution. Noting that avocado processing generates large volumes of organic waste, including peels, seeds, pulp, and pomace, which, when improperly managed, cause environmental degradation, water contamination, and increased greenhouse gas emissions. Cognizant that under Part 2 of the Fourth Schedule of the Constitution, waste management is a devolved function of county governments, while the national government retains the responsibility of formulating policies and frameworks to guide and support counties in effective waste management. Appreciating that studies by the Food and Agriculture Organization (FAO, 2023) and global best practices from Mexico and Chile demonstrate that avocado waste can be converted into biofertilizer, biogas, animal feed, and other value-added products, thereby reducing pollution, creating employment opportunities, and supporting a circular economy. Now therefore, this House resolves that the National Government:
(i) Formulates and enforces a comprehensive policy and regulatory framework for the sustainable management and valorization of organic waste from avocado processing; .…......./16*(Cont’d)

(ii) Develops and implements a policy for promotion of investment and innovation by providing subsidies, incentives, and technical support for waste-to-value initiatives such as biodigesters, biorefineries, and other circular economy solutions, in collaboration with county governments and private sector partners; and (iii) Supports research, training, and technology transfer to farmers and processors on modern waste management and valorization practices, with the aim of reducing pollution, improving public health, and creating jobs in avocado-producing regions.

I. THE PUBLIC SERVICE INTERNSHIP BILL (NATIONAL
ASSEMBLY BILL NO. 63 OF 2022)
1) Notice is given that the Chairperson of the Departmental Committee on Labour intends to move the following amendments to the Public Service Internship Bill, 2022 at the Committee Stage—
CLAUSE 2
THAT, Clause 2 of the Bill be amended⎯ (a) in the definition of “Cabinet Secretary” by deleting the word “labour” and substituting therefor the words “public service”; (b) by deleting the definition of “certificate”; (c) in the definition of “County Executive Committee member” by deleting the word “labour” and substituting therefor the words “public service”; (d) by deleting the definition of “intern”; (e) in the definition of “internship” by deleting the word “and” and substituting therefor the word “or”; (f) by inserting the following new definitions in their proper alphabetic sequence⎯
“graduate” means a person who has successfully completed a course of study or training and has been awarded a degree, diploma or certificate;
“intern” means an unemployed person with relevant qualifications who has entered into a contract with a government organization for a period of between six and twelve months with the intent of acquiring relevant work experience for registration with respective professional bodies or to increase chances of employability;
CLAUSE 5
THAT, Clause 5 of the Bill be amended in sub-clause (1) by deleting the words “established under” and substituting therefor the words “as defined in Article 260 of”.
CLAUSE 7
THAT, Clause 7 of the Bill be amended in sub-clause (3) by deleting the word “been” appearing in paragraph (b).
CLAUSE 12
THAT, Clause 12 of the Bill be amended by inserting the following new paragraph immediately after paragraph (b)⎯ “(ba) leave days on a pro rata basis as shall be determined by the Cabinet Secretary”.
CLAUSE 13
THAT, Clause 13 of the Bill be amended by deleting the words “not exceed twelve months” and substituting therefor the words “be for a period of between six and twelve months”.

CLAUSE 15
THAT, Clause 15 of the Bill be amended⎯ a) by renumbering the existing provision as sub-clause (1); and b) by inserting the following new sub-clause immediately after sub-clause (1)⎯ “(2) The Cabinet Secretary shall make these regulations in consultation with the relevant state organs. (3) For the purposes of Article 94(6) of the Constitution— a) the purpose and objective of delegation under this section is to enable the Cabinet Secretary to make regulations to provide for the better carrying into effect of the provisions of this Act; b) the authority of the Cabinet Secretary to make regulations under this Act will be limited to bringing into effect the provisions of this Act and to fulfil the objectives specified under this section; and c) the principles and standards applicable to the regulations made under this section are those set out in the Interpretation and General Provisions Act (Cap 2) and the Statutory Instruments Act, (Cap 2A).” 2) Notice is given that the Member for Samburu West (Hon. Naisula Lesuuda) intends to move the following amendments to the Public Service Internship Bill, 2022 at the Committee Stage—
CLAUSE 2
THAT, Clause 2 of the Bill be amended— (a) by deleting the definition of “County Executive Committee Member”; (b) by deleting the definition of “County Public Service Board”; and (c) in the definition of “public service institution” by deleting the words “ and include both the national and county governments” appearing immediately after the words “public office” and substituting therefor the words “in the national government”.
CLAUSE 8
THAT, Clause 8 of the Bill be amended in paragraph (k) by deleting the words “in the case of a public service institution in the national government, or the County Executive Committee member, in the case of a public service institution in the county government” appearing immediately after the words “Cabinet Secretary”.
CLAUSE 14
THAT, Clause 14 of the Bill be amended in sub-clause (1) by deleting the words “twenty four hours” appearing immediately after the word “exceeding” in paragraph (a) and substituting therefor the words “seventy two hours”.
NEW CLAUSE 15A
THAT, the Bill be amended by inserting the following new clause immediately after clause 15— Internship to be considered in recruitment. 15A. In recruiting candidates for employment, a public service institution shall consider a candidate’s previous internship in the public service.

3) Notice is given that the Member for Seme (Hon. James Nyikal) intends to move the following amendments to the Public Service Internship Bill, 2022 at the Committee stage––
CLAUSE 2
THAT, Clause 2 of the Bill be amended— (a) in the definition of “internship”, by inserting the words “or experience” immediately after the word “training”. (b) by inserting the following new definitions in its proper alphabetical sequence — “full time basis” means the maximum number of hours in a week, as stipulated by an employer. “intern” means an unemployed person with relevant qualifications who has entered into a contract with a government organization for a period of between three and twelve months with the intent of acquiring relevant work experience for registration with respective professional bodies and to increase chances of employability. and the person may be offering service on a full- time basis.
CLAUSE 3
THAT, Clause 3 of the Bill be amended— (a) in paragraph (f), by deleting the word “and” appearing immediately after the expression “service;” (b) by inserting the following new paragraphs immediately after paragraph (g)— “(h) provide interns with requisite experience in their fields of practice; and (i) provide interns with requisite experience in their fields of practice to meet the requirements for registration by a professional regulatory authority.”
CLAUSE 4
THAT, Clause 4 of the Bill be amended, by inserting the following new paragraph immediately after in paragraph (d)— “(da) professionalism in ensuring that interns are provided with and acquire the practical experience in the codes of conduct that apply to their professional and career development;”
CLAUSE 8
THAT, Clause 8 of the Bill be amended — (a) by deleting paragraph (g) and substituting therefor the following paragraph — “(g) pay the prescribed stipends or remuneration to interns, in accordance with this Act, or in accordance with the structure of remuneration prescribed by the public service institution for interns who offer full time service.”

(c) in paragraph (k), by deleting the word “and” appearing immediately after the expression “experienced;” (d) by inserting a new paragraph immediately after paragraph (k)— “(ka) coordinate with an appropriate authority to monitor and supervise interns who are in service prior to registration by a regulatory body; and”
CLAUSE 9
THAT, Clause 9 of the Bill be amended, by inserting the following new paragraph immediately after paragraph (f)— “(fa) provide regular feedback to the appropriate regulatory authority in cases of preregistration interns.”
CLAUSE 10
THAT, Clause 10 of the Bill be deleted and substituted by the following clause— “10. An intern engaged in the public service shall be eligible for - (a) a monthly stipend as the Cabinet Secretary shall prescribe in regulations; or (b) a monthly payment as a public service institution may prescribe for interns who offer full time service in line with the structure of compensation in the institution.”
CLAUSE 12
THAT, Clause 12 of the Bill be amended, by inserting the following new sub clause immediately after sub clause (2)— “(3) Subsection (2) shall not apply to interns who offer full time service within the public service.”
CLAUSE 13
THAT, Clause 13 of the Bill be amended— (a) by renumbering the clause as sub clause (1) (b) by inserting the following new sub clause immediately after sub clause (1) — “(2) Subsection (1) shall not apply where a regulatory authority prescribes an internship period that exceeds twelve months for an intern including a preregistration intern.
CLAUSE 14
THAT, Clause 14 of the Bill, be amended by inserting the following new clause immediately after the clause 14— “14A. A regulatory authority shall not levy a fee on an institution offering preregistration internship.”

4) Notice is given that the Member for Kilgoris (Hon. Julius Sunkuli) intends to move the following amendments to the Public Service Internship Bill, 2022 at the Committee stage––
CLAUSE 2
THAT, Clause 2 of the Bill be amended in the definition of the word “internship” by— (a) deleting the word “future” appearing immediately after the words” to enhance”; and (b) deleting the word “and” appearing immediately after the word “employability” and substituting therefor the word “or”.
CLAUSE 9
THAT, Clause 9 of the Bill be amended by deleting the word “ready to be” appearing immediately after the word “be” in paragraph (c).
5) Notice is given that the Member for Gichugu (Hon. Robert Gichimu) intends to move the following amendments to the Public Service Internship Bill, 2022 at the Committee stage––
CLAUSE 2
THAT, Clause 2 of the Bill be amended — (d) in the definition of “Cabinet Secretary”, by deleting the word “labour” and substituting therefor the words “public service”; and (e) in the definition of “County Executive Committee member”, by deleting the word “labour” and substituting therefor the words “public service”.
CLAUSE 3
THAT, Clause 3 of the Bill be amended by deleting paragraph (g) and substituting therefor the following new paragraph— “(g) provide mechanisms for interns to acquire experience in their fields of study”.
CLAUSE 7
THAT, Clause 7 (1) of the Bill be amended in paragraph (b) by inserting the words “through internship under this Act” immediately after the words “area of study”.
CLAUSE 8
THAT, Clause 8 of the Bill be amended in paragraph (k) by deleting the words “a quarterly” appearing immediately before the word “basis” and substituting therefor the following words “an annual”.
CLAUSE 9
THAT, Clause 9 of the Bill be amended by— (a) deleting paragraph (d); and (b) deleting paragraph(f).

THAT, Clause 10 of the Bill be amended by inserting the words “and any other benefit” immediately after the word “stipend”.

The House resolved on Thursday, February 13, 2025 as follows—
Limitation of Debate on Individual Members’ Bills
II.
THAT, each speech in a debate on Bills NOT sponsored by a Committee, the Leader of the Majority Party or the Leader of the Minority Party shall be limited as follows: A maximum of three hours and thirty minutes, with not more than thirty (30) minutes for the Mover, in moving and ten (10) minutes in replying, a maximum of thirty (30) minutes for the Chairperson of the relevant Committee and a maximum of ten (10) minutes for any other Member speaking, except the Leader of the Majority Party and the Leader of the Minority Party, who shall be limited to a maximum of fifteen minutes (15) each; and that priority in speaking shall be accorded to the Leader of the Majority Party, the Leader of the Minority Party and the Chairperson of the relevant Departmental Committee, in that order.
