SUSTAINABLE MANAGEMENT AND

VALORIZATION OF ORGANIC WASTE FROM

AVOCADO PROCESSING

THAT, aware that according to the Kenya National Bureau of Statistics (KNBS) Economic Survey, 2024, avocado farming and processing have expanded rapidly in Kenya, with national production reaching approximately 848,100 tonnes in 2024, up from 633,000 tonnes in 2023, valued at Kenya Shillings 29.5 billion. Murang’a County alone contributed about 200,991 tonnes, making it the leading avocado-producing county in the country. Further aware that residents of Murang’a County and other major avocado-growing regions have raised serious concerns over the improper disposal of avocado pomace, which produces a pungent odour, attracts mosquitoes, and poses significant public health and environmental risks. These conditions undermine the right to a clean and healthy environment guaranteed under Article 42 of the Constitution. Noting that avocado processing generates large volumes of organic waste, including peels, seeds, pulp, and pomace, which, when improperly managed, cause environmental degradation, water contamination, and increased greenhouse gas emissions. Cognizant that under Part 2 of the Fourth Schedule of the Constitution, waste management is a devolved function of county governments, while the national government retains the responsibility of formulating policies and frameworks to guide and support counties in effective waste management. Appreciating that studies by the Food and Agriculture Organization (FAO, 2023) and global best practices from Mexico and Chile demonstrate that avocado waste can be converted into biofertilizer, biogas, animal feed, and other value-added products,

thereby reducing pollution, creating employment opportunities, and supporting a circular economy. Now therefore, this House resolves that the National Government:

(i) Formulates and enforces a comprehensive policy and regulatory framework for the sustainable management and valorization of organic waste from avocado processing; (ii) Develops and implements a policy for promotion of investment and innovation by providing subsidies, incentives, and technical support for waste-to-value initiatives such as biodigesters, biorefineries, and other circular economy solutions, in collaboration with county governments and private sector partners; and (iii) Supports research, training, and technology transfer to farmers and processors on modern waste management and valorization practices, with the aim of reducing pollution, improving public health, and creating jobs in avocado-producing regions.
