THAT, pursuant to Standing Order 111 (1), the Senate resolves that debate on a Motion not sponsored by the Majority or Minority Party or a Committee shall be limited in the following manner: -

A maximum of three hours with not more than twenty minutes for the Mover, twenty minutes for the Majority Party Official Responder, twenty minutes for the Minority Party Official Responder and fifteen minutes for each other Senator speaking and that fifteen minutes before the time expires, the Mover shall be called upon to reply.

Question No. 053 The Senator for Wajir County (Sen. Abass Sheikh, MP) to ask the Cabinet Secretary for Defence:

a) Could the Cabinet Secretary state the whereabouts and condition of Sgt. Abdullahi Issa Ibrahim (Service No. 59510) of the Kenya Army, who hails from Wajir County, who has remained unaccounted for since the El-Ade Camp attack on 15th January 2016?

b) What was the justification for the Kenya Defence Forces (KDF) issuing Certificates of Presumption of Death to the families of missing KDF soldiers, particularly in light of the recent emergence of videos of two officers indicating that they could be alive in captivity?

c) What psychological, financial and welfare assistance has the Ministry of Defence and KDF provided to the families and next of kin of the missing soldiers since their disappearance?

d) Could the Cabinet Secretary outline the measures taken to secure the safe return of Sgt. Ibrahim, Sgt. Wanyonyi Wasike and other KDF officers in captivity, including the possibility of diplomatic negotiations or alternative strategies, as used in past international conflicts?

a) What is the current status of the tourism sector in Kenya and how do recent trends in tourist arrivals compare between domestic and international visitors?

a) How does the Ministry plan to accelerate the construction of the 18,000 Grade 9 classrooms nationwide, and what progress is being made, specifically in Nairobi City County?

b) What other interventions is the Ministry considering to ensure that there are adequate learning spaces in schools countrywide?

Question No. 082 Nominated Senator (Sen. Karen Nyamu, MP) to ask the Cabinet Secretary for Education:

a) Could the Cabinet Secretary state the interventions the Ministry is implementing to address the looming crisis caused by the Ksh. 43.4 billion budget shortfall that is threatening free primary and secondary education, and the immediate measures being implemented to ensure that critical programmes like funding for capitation and national examinations proceed without disruption?

b) How is the Ministry managing the impact of the current teacher shortages and delayed recruitment on the quality of education, especially in underserved and marginalized areas, and what urgent steps are in place to ensure all schools have adequate and qualified teaching staff?

c) What specific measures has the Ministry put in place to support students with disabilities?

What measures are in place to prevent schools from withholding Kenya Certificate of Primary Education (KCPE) and Kenya Certificate of Secondary Education (KCSE) certificates due to unpaid fees, and how is the Ministry enforcing Section 10 (1)(b) of the Kenya National Examinations Council Act?

b) What measures has the Ministry put in place to ensure clear role definition and manageable workloads for JSS teachers, who are currently compelled to also teach in the primary section, despite the already high demands at JSS level?

c) Could the Cabinet Secretary also indicate how many practical learning facilities, such as science and ICT labs and workshops, have been constructed or equipped for JSS, and clarify how practical components are being delivered in schools lacking such infrastructure?

a) What is the Ministry doing to address the deplorable condition of amenities in many public primary and secondary schools countrywide that often contributes to unconducive learning environments for learners?

b) What other strategies, apart from reliance on the National Government Constituencies Development Fund (NG- CDF), does the Ministry have to improve infrastructure in these schools?
