LIMITATION OF DEBATE

The House resolved on Wednesday, February 11, 2026 as follows— Limitation of Debate on Reports of Audit Committees II. THAT, each speech in debate on Reports of Audit Committees be limited as follows: A maximum of sixty (60) minutes for the Mover in moving and thirty (30) minutes in replying, and a maximum of ten (10) minutes for any other Member speaking, except the Leader of the Majority Party and the Leader of the Minority Party, who shall be limited to a maximum of fifteen (15) minutes each; and that priority be accorded to the Leader of the Majority Party and the Leader of the Minority Party, in that order.

Could the Cabinet Secretary— (i) provide the strategies put in place by the Ministry in collaboration with the Teachers Service Commission to alleviate teacher shortage in Likoni sub-county noting that the Senior School Competency-Based Education (CBE) has already been rolled out?

(ii) state the current number of students and teachers on permanent and pensionable terms deployed across primary, Junior Secondary Schools (JSS) and Senior Secondary Schools in Likoni sub-county, including how these figures compare with the prescribed ratio?

(iii) specify the timelines for addressing the identified gaps in staffing of teachers in schools within Likoni sub-county?

(iv) outline the measures being undertaken by the Ministry to enhance staffing and upgrade institutions in Likoni sub- county to at least three Cluster 1 schools?
