002/2025 The Member for Kiambaa (Hon. John Wanjiku, MP) to ask the Cabinet Secretary for Health: - Could the Cabinet Secretary- (i) provide an update on the operations of the Social Health Authority (SHA) including key milestones achieved and challenges since inception and what legal reforms could be proposed to address the challenges that SHA has faced so far, if any?

(ii) explain how teenage mothers without National Identity Cards (IDs) and indigents will be identified by the system deployed by the Authority and state measures the Ministry has put in place to ensure immediate access to services upon payment of contributions without being subjected to adverse selection processes such as waiting periods?

(iii) state the nature of covers offered by the Authority at all levels of public health facilities, the contributions payable and benefits accruing to individuals and households and the extent to which the covers offered under SHA are sufficient to ensure access to quality health services by all Kenyans?

(iv) explain how the referral system under SHA works and how effective is the system towards guaranteeing access to referral health services by all Kenyans?

(v) enumerate the process of enplanement of health facilities to the SHA system and clarify the status of former employees of NHIF and indicate the current staff establishment of SHA?

John Wanjiku, MP) to ask the Cabinet Secretary for Health: - Could the Cabinet Secretary- (i) Provide a detailed report on the current total capitation of the Social Health Insurance Fund (SHIF) from monies from the exchequer, contributions payable to the Fund by the formal and informal sector, monies that were transited to the Fund from the defunct NHIF and other sources of monies payable to the Fund, if any?

(ii) explain how the monies have been utilised since the operationalisation of the Fund to settle claims and enumerate the measures or structures that exist to ensure proper verification and expedient settlement of claims?

(iii) state the current liabilities of the Fund are including pending NHIF claims owed to public health facilities, private health facilities and faith-based health facilities and the Ministry has put in place to ensure the verification and payment of any pending claims?

(iv) clarify how SHA is enforcing the payment of contributions by employers?

(v) state the percentage of the SHA funds that shall be paid to medical equipment suppliers vis-a-vis the public health facilities and what is the rationale behind such financing arrangements?

004/2025 The Member for Ainabkoi (Hon. Samuel Chepkonga, MP) to ask the Cabinet Secretary for Health: - Could the Cabinet Secretary- (i) provide the status of the Primary Healthcare (PHC) Fund in relation to the Facilities Improvement Fund for public health facilities?

(ii) clarify the effectiveness of the Diseases Weighted Payment Mechanism under the PHC Fund and its implication on health facilities?

(iii) provide the status of establishment of Primary Healthcare Networks countrywide and state the extent to which they are accessible at the constituency level?

Samuel Chepkonga, MP) to ask the Cabinet Secretary for Health: - Could the Cabinet Secretary- (i) clarify who owns the procured Comprehensive Health Integrated System and state how the Ministry proposes to finance the repayment of the Kshs. 104 Billion investment in the System?

(ii) state how the fees payable for the use of the System are determined and how feasible the payments are in light of the huge cost of the investment in the Comprehensive Health Integrated System?

(iii) clarify whether the Office of the Attorney-General approved execution of the procurement contract of the System as required by section 134(2) of the Public Procurement and Asset Disposal Act and indicate whether the procurement of the existing Consortium was lawful and procedural considering the audit queries raised by the Auditor-General?

(iv) provide details of the Consortium by indicating what the components of each partner of the Consortium are; what the process of identification of the partners of the Consortium was; whether there have there been any new entrants to the Consortium as partners; and explain how Safaricom was selected to provide the System?

(v) enumerate what measures exist to ensure the protection of sensitive health information under the Consortium?

Mwengi Mutuse, MP) to ask the Cabinet Secretary for Health: - Could the Cabinet Secretary- (i) explain why there is no trauma facility between Mombasa and Nairobi along the Mombasa - Nairobi Highway which is one the Country’s main transport corridors which has resulted in some Kenyans who are involved in road accidents losing their lives?

(ii) clarify on the status of any plans by the Government to set up a comprehensive Trauma Centre?

009/2025 The Member for Emuhaya (Hon. Omboko Milemba, MP) to ask the Cabinet Secretary for Health: - Could the Cabinet Secretary-

(i) state the reason(s)that have led to the delayed release of funds meant to facilitate teachers medical schemes?

(ii) indicate when the Ministry will remit the funds for teachers’ medical schemes to cater for the Ksh. 11 Billion in pending hospital bills and facilitate access to healthcare by Teachers?

(iii) provide details on the medical capitation funds meant for the teachers’ medical scheme, that includes: the total amount of funds budgeted for financial year 2024/2025 and the remaining balance budgeted?

(iv) state measures that the Ministry will take to avoid such delays in disbursement of teachers’ medical scheme in future?

017/2025 The Member for Yatta (Hon. Robert Basil, MP) to ask the Cabinet Secretary for Health: - Could the Cabinet Secretary- (i) explain why Kenyans are required to register for the Social Health Insurance Fund despite formerly contributing to the National Health Insurance Fund?

(ii) indicate how much money, in terms of contributions were in the accounts for NHIF and transferred to Social Health Insurance Fund?

(iii) outline measures that have been implemented to ensure proper transfer of funds from NHIF to SHIF including a report on the progress of transferring such funds?

047/2025 The Member for Malindi (Hon. Amina Mnyazi, MP) to ask the Cabinet Secretary for Health: - Could the Cabinet Secretary- (i) provide a report on the measures being undertaken by the Government to address the impact of the recent withdrawal of USAID funding in Kenya, which previously supported critical health sectors such as HIV/AIDs treatment, Malaria prevention and Maternal Healthcare?

(ii) clarify the current status of essential drug supplies for the critical sectors supported by USAID, including whether there are sufficient stocks available, and indicate how long these supplies are expected to last given the current national demand?

(iii) specify the immediate and long-term action plan by the Government to mitigate the negative effects arising from USAID funding withdrawal, including ensuring uninterrupted healthcare services for affected populations?

048/2025 The Member for Endebess (Hon. (Dr.) Robert Pukose, MP) to ask the Cabinet Secretary for Health: - Could the Cabinet Secretary-

(i) provide a report on the details of tender No. GF/ATM/HIV/NFM-2023/2024-OIT-5, awarded to Reddy’s Pharma to supply SURE lubricated condoms dotted manufactured by Indus Medicare Private Limited, including the tendered quantity, the quantity supplied, the quantity released in circulation; the quantity that failed to meet the specifications for freedom from holes (conductivity) test, the quantity recalled and the supply contract terms for failure to meet the specifications?

(ii) state the measures taken by all the responsible government agencies to weed out all the substandard SURE lubricated condoms dotted from health facilities, institutions and the market, including the mechanisms used to dispose the substandard condoms and safeguards to ensure that the substandard products are not released back into circulation?

(iii) clarify whether the Ministry subjected the entire consignment of SURE lubricated condoms dotted to quality tests by the National Quality Control Laboratory (NQCL) to ascertain compliance and state the outcome of the test?

(iv) state the actions taken against Indus Medicare Private Limited, the manufacturer of the substandard SURE lubricated condoms and Reddy’s Pharma for supplying the product, including any compensation structure, given that some users may already have been exposed to the adverse effects of using the substandard condoms?

049/2025 The Nominated Member (Hon. Irene Mayaka, MP) to ask the Cabinet Secretary for Health:- Could the Cabinet Secretary- (i) provide details on the status of Gavi-Kenya co-financing agreement obligations, including payment schedules, any outstanding commitments by the parties and indicate timelines within which the outstanding commitments will be completed?

(ii) explain the steps taken by the Government to prevent vaccine shortages and ensure uninterrupted immunisation services?

(iii) provide a detailed assessment of the stock levels of vaccines in the country and reasons for any existing gaps in the stock levels?

(iv) clarify whether there are any plans to procure vaccines for anticipated shortfalls for vaccines and measures put in place to ensure vaccination of children in the case of a shortfall?

050/2025 The Member for Kirinyaga Central (Hon. Joseph Gitari, MP) to ask the Cabinet Secretary for Health:- Could the Cabinet Secretary-

(i) clarify why Medical Administrators Kenya Limited (MAKL), the administrator of the National Police Service medical insurance scheme, does not allow its beneficiaries to choose their preferred hospitals for medical services?

(ii) explain the payment approval process employed by MAKL, and provide reasons for the frequent delays which often compel covered patients to make out-of-pocket payments?

(iii) provide reasons why the majority of hospitals under the MAKL scheme only offer outpatient services and do not admit patients for inpatient care?

(iv) outline the measures the Government has put in place to ensure the continuity of medical services for police officers who may be affected if there are suspension of services by hospitals under the MAKL programme? 051/2025 The Member for Manyatta (Hon. Gitonga Mukunji, MP) to ask the Cabinet Secretary for Health: - Could the Cabinet Secretary- (i) explain why the Rehabilitation Fund, as established under Section 53 of the Narcotic Drugs and Psychotropic Substances (Control) Act (Cap.245), has not been operationalised?

(ii) provide a detailed report on the number, status and geographical distribution of rehabilitation centres operated by the Government?

(iii) state the measures that the Government put in place to assist individuals struggling with drug and substance abuse, including community-based interventions and access to public rehabilitation services?

052/2025 The Member for Nyandarua County (Hon. Faith Gitau, MP) to ask the Cabinet Secretary for Health: - Could the Cabinet Secretary- (i) provide a report on the measures the Ministry has put in place to avert a potential tuberculosis crisis as many patients are resistant to its drugs for treatment, including ensuring timely access to prevention, testing, and treatment services?

(ii) outline the actions being undertaken by the Ministry to secure affordable treatment for multi-drug-resistant tuberculosis, considering its’ more challenging and prolonged treatment regimen? (iii) state the efforts in place to preserve and build upon the progress previously achieved in the fight against tuberculosis through USAID funding?
