What the official record says
We, Members attending the Third Plenary of the lnter-parties Parliamentary Group (IPPG) of the Seventh Parliament meeting on the eleventh day of September,"1997 to consider the reports of the Peace and Security Committee, the Electoral Code Committee and the Constitutional, Legal and Administrative Committee regarding minimum reforms before the forthcoming General Elections do hereby urse the National Assembly of Kenya to adopt the reports of the said three Committees through a House Resolution; empower the Attorney-General to translate the reports of the said three committees into draft Bills for presentation to the Narional Assembly before the forthcoming General Elections; recommend that all the four committees of the IPPG continue to work in close collaboration with the Attorney-General's Chambers to ensure that the contents of the Bills are fully cognisant of these recommendations; call upon the National Assembly to ascertain that the respective Bill are enacted into law so as to ensure free and fair elections.
