Order, Hon. Members. Welcome back to this Afternoon Sitting. We will proceed as follows: We have a Supplementary Order Paper. After Order No. 1 and Order No.2, we will go through other Orders by way of mention up to Order No.7. Then, we will go to Order No. 8 that will be a Motion the distinguished Deputy Speaker will move. I see the Leadership of the Minority side is not in the Chamber. I nominate Hon. Zamzam to second the Motion. There will be no debate on that Motion. We will just move the Motion and second it. Then, we shall abide by the contents of the Motion for tomorrow.

Among other reasons, we are pushing this matter to tomorrow morning because your leadership - the Leader of the Majority Party and the Leader of the Minority Party - are part of the delegation leaving for Mumbai in India in the next one hour. They will join the larger delegation including some Cabinet Secretaries and Mama Ida Odinga to bring back the remains of our fallen hero.

We expect that they should be back by early in the afternoon of tomorrow. To give everybody an opportunity to speak, we will then pay our tributes to the Rt. Hon. Raila Amolo Odinga starting from 10.00 a.m. to midnight. Or, of course, at the time, we will have nobody speaking. If you will all have exhausted, then we do not have to get to the outer limit of time.

I also advise that tomorrow, and for many, if not all of you, it will be the only opportunity to eulogise the former Prime Minister. It is advised from yours truly that you come in a sombre state with sombre attire. I advise that we dress in black. Those who do not have black attire, go and buy it this afternoon. And the good ladies should provide ribbons for everybody so that we demonstrate our respect and appreciation for our fallen heroic leader.

I will, in the opening of the debate tomorrow, then make a formal statement. For now, let me just say that following the Communication and Address by His Excellency the President of the Nation, announcing the passing on of Rt. Hon. Raila Amolo Odinga, this House joins the country in this sombre state. We will have an opportunity for each one of you to eulogise the late Prime Minister tomorrow. Time is likely to move pretty fast in preparation for his official send-off in a State funeral. So, tomorrow is the only day available for all of us.

Like it was said in Shakespeare in England, “The Queen is dead, long live the queen”, Raila is dead, long live Baba. That is the mood in the country. We shall be sending our condolences to Mama Ida, our elder brother, Dr Oburu Odinga, Senator, Prime Minister's children, Rosemary, Junior and Winnie, the entire family, and the much larger political family that includes all of us.

The late Prime Minister was larger than Kisumu. He was a colossus across the country. Loved from Vanga to Kibish, from Lamu to Malaba. I request all of you to be upstanding, to observe a minute's silence. Thereafter, now that the Leader of the Majority Party is here, take your Motion from the Deputy Speaker and move it.

Members at the back, take the nearest seats. I saw Hon. KJ and thought it was Hon. Junet. Hon. Mwenje, I see you are here, I had directed the Leader of the Majority Party to move the Motion, and it is seconded. We do not want to preempt your eulogies tomorrow.

THAT, following the Presidential Proclamation issued today, 15th October 2025, regarding the passing on of the Rt. Hon. Raila Amolo Odinga, EGH, the former Prime Minister of the Republic of Kenya, and pursuant to the provisions of Standing Orders 30 (3) (a) and (c) , 31 (1) , 97 and 259D, this House resolves to:

Hon. Junet, you will move the Motion by saying, “I beg to move”. Hon. Kimani, you did not move the Motion either.

Hon. Speaker, I had said “I beg to move”. However, I forgot to ask my brother and friend, Hon. Junet Mohamed, the Leader of the Minority Party, to second the Motion in agreement.

Thank you, Hon. Speaker. I rise to second the Procedural Motion. I take this opportunity to also condole with the family of my party leader, the entire Orange Democratic Movement (ODM) fraternity and membership, and the country at large, for the loss of a great man that we have encountered today. I am still coming to terms with what has happened. So, I request you to allow me to offer my condolences tomorrow, God willing. Some of us had a deep relationship with our leader, and we knew death would come one day, but we did not expect it now. So, I will eulogise him tomorrow in the House when you give us the opportunity.

With those few remarks, I beg to second.

Ordinarily, if you move and second a Motion, you have no second “bite”. However, being an Exceptional Motion, and if you arrive in good time, I will give both of you an opportunity to speak to the Motion tomorrow. We will sit up to midnight.
