Hon. Senators, I would like to acknowledge the presence in the Speaker's Gallery this afternoon of Mr. David Manduku Michael, who is in the Senate on a courtesy call to Sen. Okenyuri.

Hon. Senators, Mr. Manduku Michael is a multifaceted artist, life coach, environmental conservationist and a humanitarian. He recognised his innate talent in art and began harnessing his skills in painting, pencil drawings and soapstone carvings. He has used his artistic abilities since 2010 to inspire and mentor underprivileged youths, who have not had the opportunity to pursue higher education.

He is the founder of Precious Plastic Kisii, a groundbreaking enterprise that transforms plastic waste into valuable products. This youth-led initiative focuses on waste management training and sustainable solutions to combat plastic pollution. His efforts in environmental conservation earned him recognition as a community ambassador in 2018. He champions climate change awareness and supports sustainable projects such as boreholes drilling, protecting natural water springs and providing housing and livestock to needy families.

In our usual tradition of receiving and welcoming visitors to Parliament, I extend a warm welcome to him. On my own behalf, and on behalf of the Senate, I wish him a fruitful visit.

Thank you, Madam Temporary Speaker, for giving me the opportunity to comment on the Statements.

I would like to comment on the three Statements that have been brought by the Hon. Senators, starting with the one by the Senator of Machakos, Sen. Agnes Muthama. It is unfortunate that we can have public officers working for county governments or the national Government, giving their services to the public, and it comes out that they have not been paid, and specifically, as stated by the Hon. Senator, for two years.

Madam Temporary Speaker, when the Committee looks at this case brought from Machakos County, we want to establish the status of these workers. Are they casual workers, workers on contract or permanent employees, and why should they work and then they are not paid? We cannot be happy about that kind of unlawful way of keeping staff, yet they are working in very key areas - on waste management, revenue and education. We know how the environment is sensitive in the current world. Why would these workers be working without pay?

Madam Temporary Speaker, how does the County Government of Machakos expect these workers to meet their family obligations? I know they have families, children going to school and they have to take care of many obligations. We must also be told who is behind this unlawful activity. All that must be brought out.

I support my sister, Sen. Kavindu. That should not only be restricted to Machakos, but to all county governments as well as the national Government.

I thank you, my sister, for bringing the plight of Machakos people to the Floor. Secondly, Madam Temporary Speaker, I support the Statement by the Senator for Turkana on the displacement of families along Lake Turkana. There are two environmental issues we are dealing with, which become disastrous in our lives. There is the issue of floods and the soon-after floods, where our communities deal with extreme drought. All these are disasters. I remember once in the House here, I brought a question to the Ministry on their preparedness for floods and droughts, which lead to loss of property, life and livelihoods, also disrupting the lives of our people.

I support this Statement because I also come from around Lake Victoria region and the other year when there were heavy rains, part of our county in Homa Bay, Sindo and around the Lake, there was a lot of disruption and destruction in the town of Sindo. There was mass loss of property and livelihoods. The only the way the Ministry can work

on this is to have a workplan on their preparedness in dealing with floods and drought because these are disasters that are anticipated throughout the year.

Madam Temporary Speaker, I also support the Statement by the Senator for Marsabit on health infrastructure and service delivery in Marsabit. We have over- emphasised on the issues of health in counties. In order to achieve Universal Health Coverage (UHC) in this country, the county and the national governments must collectively look at the issue of health infrastructure. Looking at UHC in our counties is not only limited to infrastructure, but counties must work on requisite personnel that are required to deliver health services in our counties. We must all look at all the basic health services that lead to basic curative and preventative services, including promotive services in our counties.

Health is so basic to our people that we will not relent until counties are able to provide adequate health services that our people require. The Kenyan people spoke and they were specific that they wanted health services brought to counties and closer to them because they know how health impacts on them.

As we talk about health infrastructure and services, we are looking at health in totality, right from---

All I am saying is that counties must not only stop at providing health in referral hospitals, but also go down to improve health services, including to the sub-counties, health centres and dispensaries.

Thank you, Madam Temporary Speaker, for giving me this opportunity to comment on the two statements by Sen. Chute and Sen. Lomenen.

I will comment on the disaster in Turkana, which has left many people homeless and children cannot access schools. This is the rainy season and they are out there. I call on the national Government and County Government of Turkana to run with speed and settle these people because there are emergency funds in both the national Government and county governments. Even if there is no other money from anywhere else, the two funds from the national Government and county government should have settled these people by now, even before the Senator for Turkana brought this Statement. Our governments must have humility and be considerate of their citizens.

Madam Temporary Speaker, I also wish to comment on the issue of wildlife- human conflict. This has been a serious challenge not only in this county, but also in other counties, especially Machakos. I have dealt with this conflict and compensation has only been given to some people from 2014 to 2019. From 2020 to date, they have not been compensated. They are suffering because their breadwinners have been murdered by crocodiles and hippopotamus. These people should be compensated, so that they can continue with their lives.

I am shocked by the case of one boy whose leg was cut by a hippopotamus. I have been requesting his compensation, so that he can buy an artificial leg and continue going to school. For almost two years now, I have not received any reply. Therefore, the Committee that will deal with this Statement must check across the counties where wildlife–human conflict is affecting people and ensure that compensation is done.
